In Riviera Beach, the Palm Beach County Canvassing Board met Friday morning to review "anomalous" ballots not yet counted because of irregularities that prevented a machine-reading. Senator Bill Nelson says that he is not ready to concede and supports a recount. But lawyers for Scott contended the information is already required to be collected under state law and should take minutes to provide. He said he also directed the Florida Department of Law Enforcement to immediately investigate their conduct, and is considering "every single legal option available". FDLE Spokeswoman Gretl Plessinger said the law enforcement agency would follow up on Scott's request. During a press conference Thursday night, Scott said, "The people of Florida deserve fairness and transparency, and the supervisors are failing to give it to us".
The tabulation of those votes will continue to narrow Scott's razor-thin lead over Nelson, Elias predicted.
A recount is mandatory if the winning candidate's margin is less than 0.5 percentage points when the first unofficial count is verified Saturday by Florida's secretary of state.
"Some believe that this is simply rank incompetence", Scott said. Florida will vote for governor, U.S. Senate, Cabinet seats, Congress and decide 12 ballot questions.
Democrat Nikki Fried clings to a lead of.04 percent over Republican Matt Caldwell in the race for the Cabinet post of agriculture commissioner, or 2,915 votes. Rick Scott alleged that "left-wing activists" could be trying to "steal" his proclaimed victory in the race for U.S. Senate. Urban Hillsborough and Pinellas counties - where Nelson sought potent support -also came up short, with the Republican governor running stronger than expected. For the record most times election results are not overturned - but this is Florida. It now says vote-by-mail ballots are completely reported.
"The results are unknown", said Marc Elias, an attorney for Mr Nelson's campaign. Elias said it was odd that the undervoting was happening at the top of the ticket, rather than downballot.

Scott has responded by accusing county election supervisors Snipes and Palm Beach County Supervisor of Elections Susan Bucher of corruption.
Republican Senate candidate Rick Scott has declared victory in Florida, but the Democrat incumbent, Bill Nelson, is calling for a recount.
The likely recount is reminiscent of the dramatic recounts that occurred in parts of Florida after the 2000 election.
"Every couple of hours, it goes down a little bit", Trump said of Scott's lead.
"Now they "found" many votes and he is only up 15,000 votes".
And a circuit court judge ruled earlier this year that Snipes broke federal and state law by too quickly destroying ballots from the August 2016 primaries amid a lawsuit seeking access to the ballots.
