Russian Federation says Foreign Minister Sergey Lavrov will travel to North Korea for talks on Thursday. As Kim and Pompeo were meeting in NY, other USA teams were meeting with North Korean officials in Singapore and in the heavily fortified Korean Demilitarized Zone.
Kim Yong Chol serves as vice chairman of the Central Committee of North Korea's Worker's party, which faces independent sanctions from the USA government.

"The President and Prime Minister affirmed the shared imperative of achieving the complete and permanent dismantlement of North Korea's nuclear, chemical, and biological weapons and ballistic missile programs", the White House statement read. In addition, teams of US officials have arrived at the Korean demilitarized zone and in Singapore to prepare for the meeting.

The hawkish North Korean general on his way to NY for pre-summit talks is a skillful politician who has thrived through three generations of the ruling Kim family.
A team is also said to be in Singapore making logistical plans for the summit.
Seoul blames him for masterminding the 2010 sinking of the South Korean navy corvette, the Cheonan, which killed 46 sailors, an attack North Korea denies playing any role in. It remains unclear whom Kim Yong Chol will meet in the United States.
The US and the United Nations over the last several years have been able to ban most of North Korea's trade and cut off a large portion its foreign income stream - including getting China to reduce trade.
The talks were expected to continue today (Monday, May 28) and tomorrow at the demilitarised zone. That was a shift from last week, when Trump announced in an open letter to Kim Jong Un that he had chose to "terminate" the summit following a provocative statement from the North.
In 2016, he took charge of the United Front Department, the civilian intelligence agency which supposedly operates pro-North Korean groups in South Korea and handles inter-Korean affairs.
China, North Korea's longtime ally and chief trading partner, has sought to position itself as a key intermediary in talks over Pyongyang's nuclear weapons program.
