Authorities reported that 23 businesses were damaged or destroyed in the twister, and six people suffered minor injuries. The NWS was expected to officially determine whether a tornado had, in fact, struck the area.
The storm also caused severe damage at the Arena Hub Plaza, a prominent shopping center in eastern Pennsylvania. Storefronts are barely recognizable and parts of roofing, concrete blocks and other debris were scattered throughout the parking lot of this business community.
"I've been with the National Weather Service for 27 years, mostly in NY and I've never seen damage like this", said Dave Nicosia, with the National Weather Service.
In the city of Wilkes-Barre, damage was reported in the area of the Wyoming Valley Mall while the area was under a tornado warning.
"The doors were busting open", Frie said.

"It's a miracle", said Governor Tom Wolf. "It is capricious. You can see that I think from an aerial view, as I understand it, of the path of the tornado and you can see that from what was damaged and destroyed and what was left standing, like that tent full of flowers".

Jeff Scarboro, the director of public safety and emergency management for the county, said there were about 10 homes with varying reports of damage some of which appeared to be destroyed.
Luzerne County Emergency Management Agency volunteer Garrett Hittle said crews were working to stabilize the propane cylinder by off gassing the contents. "Our system is holding and safe at this point".
Mundy Street was closed from Highland Park Boulevard to Tambur Boulevard all day Thursday, as was the Wyoming Valley Mall.
