"In this service we come together as people of different faiths and none, and to remember with love before God those whose lives were lost and those whose lives have been changed forever", said Manchester Cathedral dean Rogers Govender.
The hour-long service will include a minute silence that will be observed throughout the United Kingdom.
Later, at 7.30pm, the "Manchester Together - With One Voice" event saw 3,000 singers from 100 local choirs spreading musical messages of love and joy. "It will also give thanks to emergency workers who assisted on the ground and in the aftermath of the attack".
Flowers left by people as they pay their respects in St Annes Square on the 1st anniversary.
Andy Burnham, mayor of Greater Manchester, told BBC Radio that all those impacted would be "at the very forefront of our minds" during the day.
Bells were scheduled to ring out from the town hall at 10.31pm, marking the moment the attack took place.
