The top US diplomat's comments followed a speech on Monday in which he criticised "China's approach" to Africa which he said encouraged dependency through "opaque contracts" and "predatory loan practices".
The United States Secretary of State, Rex Tillerson, on Thursday warned African countries about receiving loan facilities from the Chinese government.
Secretary Tillerson has also urged Africa countries to join the global communities' decision of denuclearization of the Korean peninsula by putting pressure on North Korea.
"We think it's important African countries carefully consider the terms of those investments", said Tillerson, claiming that Chinese-funded projects do not "bring significant job creation locally" and risks having countries lose control of resources and development projects. Many African governments enjoy close ties with both Washington and Beijing. In past remarks, Tillerson has stated that North Korea is not only a moral burden to China, but represents a "serious threat" to the country.
At a press conference with African Union Commission Chairman Moussa Faki in the Ethiopian capital, Addis Ababa, a journalist asked Faki and Tillerson whether the USA should apologize for the remark.
The complex was fully funded and built by China and is seen as a symbol of Beijing's thrust for influence and access to the continent's natural resources.
