Uhuru Kenyatta, Kenya's President, a long with Raila Odinga, the resistance leader, have vowed to combine the country after the death of almost one hundred people in battles between the opposition allies and the military forces.
The surprise announcement could lower political tension in a country that is East Africa's richest economy and a key regional hub for security, diplomacy, and trade.
"Both of these men show great leadership, in coming together in the agreement they signed today", the secretary said Friday.

Kenya was plunged into political crisis after the Supreme Court annulled the August presidential election, due to irregularities, and Odinga and his supporters boycotted a second round in October.
Tillerson said at a news conference that his concerns were that government should not stifle the media and threaten the courts.
They referred to each other as "brother" and told Kenyans of their resolve to quash their differences and heal Kenya.
"Kenya calls on the U.S.to strongly consider the proposal made to have a surge operation in Jubba Valley region, which was made nearly three years ago, in order to root out al-Shabab", Kenyatta said.
He announced fierce resistance to Kenyatta's rule that culminated in his mock swearing in as the "people's president" on January 30 at a public park in Nairobi.
